EC Directive 92/35/EEC requires that all Member States introduce measures for the control of African Horse Sickness (AHS). The AHS Regulations (NI) are designed to transpose the Directive into domestic legislation.

Consultation on the Olive Oil (Marketing Standards) Regulations (NI) 2010

The Olive Oil (Marketing Standards) Regulations will replace existing marketing standards regulations that provide for the enforcement and execution of European Council Regulations regarding the common organisation of the market in oils and fats. They implement EC Regulation 1234/2007/EC as it applies to olive oil (the Single CMO Regulation).

Department of the Environment

1 February  – 30 April 2010

The Directive entered into force on 19 January 2007. All necessary regulations have to be in place by January 2011, with full implementation in practice by January 2013.
The main aims of the Directive are to help:
  • combat driving licence fraud and impersonation;
  • improve road safety; and
  • facilitate free movement of persons changing their place of residence from one Member State to another.

The main purpose of the Bill is to improve and strengthen existing legislation to help District Councils deal more effectively with a wide range of problems associated with local environmental quality.
These include litter, fly-posting and graffiti, dog control, noise, statutory nuisance, fixed penalty notices, gating orders, nuisance parking, abandoned vehicles and abandoned shopping trolleys.

The proposed Regulations aim to reduce and prevent the number of oil-related water pollution incidents.  They will do this by setting minimum design standards for new and existing above ground oil storage facilities and codifying existing good practice for construction.  They will cover industrial, commercial, institutional (e.g. schools, day care centres) and institutional residential (e.g. nursing homes, hospitals) sectors and will also extend to companies who refine or distribute oil.

Consultation period: 16 March  – 16 June 2010

The consultation will seek views on a 10-year road safety strategy for Northern Ireland including measures to improve road safety and further reduce the number of people killed or seriously injured on NI roads.
The consultation will also seek views on road casualty reduction targets and performance indicators for Northern Ireland.

The main amendment proposed is to ensure that where plans of multi-dwelling development have been deposited with a District Council, but work on any buildings included on those plans has not been substantially commenced within 3 years of the deposit, the District Council may declare the plans to be of no effect. Other amendments are proposed to clarify minimum requirements for domestic boilers, to streamline energy calculations and Energy Performance Certificates requirements, to update references to legislation and European Standards Codes and to correct diagrammatic references.
