Measure 4.1

The Measure was a unique and innovative sub-programme within the Peace II Programme, worth around £7 million. It sought to make Northern Ireland and the Border Region more outward and forward looking by encouraging a constructive dialogue with other European Union regions on economic, social and environmental matters, and by promoting abroad the positive image of a more peaceful society.
EPCU supported 18 projects spread across Northern Ireland and the Special EU Programmes Body supported a further four projects in the Border Region. These included large policy oriented projects and a variety of smaller projects delivering benefits at the coal face covering civic leadership, cultural heritage, the social economy, local strategy partnerships, technology transfer and innovation in small and medium sized enterprises.
Representative groups included: women, children and young people, people with disabilities and rural communities.
A recent valuation of Measue 4.1 reports that 170 networks were created involving over 10,000 people from Northern Ireland and the Border Region of Ireland. It also sets out guiding principles in establishing productive international networks. Read the Report on Networking in Europe and Beyond (PDF 1.49 MB)
